Hmmm. I'm trying to think about something that might tip off what caused Karteria to go down this path of attacking Kelesis. The answer is not a single source, though interest in Kelesis's underground is definitely a factor. But for this answer, I'm gonna focus on this: Some of this response is fueled by actions that the Augmented have taken since the start of the game. Certain parties seem to have inspired Karteria down a path of prioritizing its ability to defend its city... and to attack its foes. While Karteria's interest in Kelesis is a maintained, longer-term thing, this choice to attack isn't one that would've happened without that push... So, there's one bit. Evidence of that facet of what's going on... If a character chose to take advantage of the Spectral Madness in the city, they might be able to find correspondences if they break into the Counsel Offices, home of law enforcement and security. It'd be a lot of boring poring through papers and reports, but a conclusion could be deduced that there seems to be a greater inspiration towards defense preparedness of the city... despite there being no tangible threat? Who would attack Karteria, given the circumstances of the world?? Doesn't matter, what if someone attacks??? And what if Karteria needs to attack... someone? ?????? Really, it seems unnecessary, doesn't it. But they've been convinced of the fact that they need to be ready for something. ... In Patho-Gen HQ, of course, there might be some documentation that points towards Tighnari's suspicions: that laboratory beneath Kelesis is invaluable, and Karteria definitely had a hand in creating it. That they're being blocked from going to Kelesis is a move they disagree with, but the choice to attack isn't one they've always been prepared to do. Now they have all these cool Augmented to experiment on and to call to their aid, so things are really looking up for Karteria's ability to handle itself!
