In short, though: Patho-Gen is suppose to collect these things, at which point they're brought to HQ and put in a closet somewhere (and may even be retrievable by CR at that point, if asked about it). When a dropped character is living with others, they're likely to not bother at all, though, assuming that their roommates will deal with it. Even if a character was living alone, it usually takes them a while to get around to collecting things, and they may not ever manage it if a character were staying somewhere unofficially. In which case, their things will just... stay there, until scavanged by others. All of this applies both to items that arrived with them, and anything they acquired afterward (including treats). So characters can definitely obtain their CR's belongings, one way or another!
